Oh, here's a tricky idea for Eli. Suppose he learned something he shouldn't have. Something that even _thinking_ about it might have disastrous consequences for the Symphony. He is purposely throwing himself into the mundane world both to throw people off the trail that might look to him for the knowledge and to avoid revealing the information. It should be a secret of such a nature that were he to act 'responsibly' (i.e. like the other archangels), it would be obvious to certain parties that he had it.
Another idea: Eli has been gone on a special mission for a number of decades/centuries. That guy wandering around is NOT Eli. Who is he? How is maintaining the charade? (Possible answers: another archangel, a tough angel with a gift for deception, a demon or other sort of non-angel, God himself in the perfect disguise.)
