Take a tip from Erik Wujick (god I love Amber. We should PBEM Em.) and create several versions of him. The 4 possibilities I see are 1. Same person, secret agent for Heaven 2. Same person, secret agent for Hell (Less likely in my opinion, but hey some like it dark) 3. Same person, neutral on the war issue. Perhaps he is just out to have fun/cause chaos. 4. Two different people. Most of the writeup would probably be the same for any of these 4 options. Then at the end you have the options for each GM to decide on their own. It would require a lot more flip flopping so essentially Valefor would get less "space" than Laurence because gms would not use 3/4ths of part of the writeup. But that is what I would do in my (albeit limited) writing experience.
