It's been that way for a long time, really. Look into the things that got MADD started, or the reasoning behind the lawsuit that the victims of the shooting in Kentucky have going, against the video game industry. People like to blame things. Alfred simply sits back and fosters Bruce, he knows when he needs something and does what he can to keep him safe, at least relatively. This kind of goes into m whle concept of how the forces in In Nomine operate. The hero is never a celestial. What if Angels have destinies/fates other then servering? Can War exist in peace? If Mike did destroy Hell, then what? Would he go against humans who try to corrupt others and finish them off to0?
