The terrain effects chart lists all movement on a "to enter" basis. A unit going from 2315 to 2314 incurs a cost of one movement point. Just like a unit going from 1718 to 1618 or 1817. Similarly, (and more dramaticly, to me), from a game mechanics perspective, a unit moving along the road from 1607 to 1707 should be able to move to 1807 spending a total of 2 movement points (1 to enter 1707 and 1 to enter 1807). A unit moving from 1709 to 1808 to 1807 only spends 3 movement points (2 to enter 1808 and 1 to enter 1807). Given all this, there's still the pesky statement in 5.07 that when you move from a road to non-road that the unit is affected by the underlying terrain. But the record keeping that would have to be kept would be cumbersome. (If I stay on the road, then this hex costs me 1 MP to enter, but if I leave from this hex then it costs me 2 to enter. On the next turn you go from road to non-road, but you couldn't get to the starting hex if you intended to leave the road in the first place, arghh!). My vote, it's cost to enter, not cost to leave. > 3. Does the GEV have to stop when going from land to the pond and vice > versa? IE: does the rule regarding streams apply to the river and pond > and the land? Based on the Note in 5.083 you don't get the movement bonus when going from road to water & vice versa. I interpreted this, along with the silence in the Streams section, to mean that the transition from road to water did not require a stop. (But it's still an interpretation, not a clearly defined rule). (Then again, I've never figured out why a stream should stop a GEV, anyways. Slow it, maybe by adding +1 to the movement to cross a stream (or transition from water/land), but a full stop to search for a crossing seems too much of a penalty for a GEV.
