One of the many elements that made the game was the different types of units, sled, hover, track. Since you choose your forces you can pick a strategy and choose forces to go with it, then if you're forced to change strategy... In Ogre and IceWar different types of units are more than just different combinations of strength and speed, they really have different characteristics, and that makes the gams flavorful. IceWar is worth picking up second hand if you're going to play it. Probly not worth picking up just to read. Ice War was an operational level game, whereas GEV is a tactical game, so the units are about fifty times larger. The hexes are only ten or fifteen times larger, and turns sixty times longer , so the concentration of fire is greater. Additionally, its all frozen, so it changes condition a little easier. I'm going by memory, so please forgive all errors. GEV and Ogre Minis do have terrain conversion in the form of blowing bridges and rubbling hexes. I suppose if we had ice we would need terrain conversion, but it would have to be deliberate. I don't think you can inadvertantly cover several square km with equally-spaced shells.
