(I.e.: To wipe out the CPoA, let's make GZ to be Berkeley :-) In GEV the precise target areas of nuclear weapons is not so important. ("I think there might be infantry in those woods." {Several dozen nukes later} "Not any more!") The Shockwave is a physical effect, regardless of the size of the explosion.
