Consider that it is the act of moving the GEV in to the forest that triggers the check for disruption. When the GEV attempts to leave the hex through a hexside which is not crossed by the road markings on the map the GEV must do so by moving through the forest. Any GEV entering the forest hex ends it movement for the turn. However, if the GEV is disabled on a roll of 1 or 2, it automatically recovers the start of next turn and then can go onto 0518. Only in a swamp does the disabled GEV have to roll again to see if they recover. Yes, there is a very interesting comment in 5.083, that implies a possible difference between GEVs in forest and swamp, but Ogre Minis changes this around considerably.
