Another non-Rifts sourcebook from Palladium? I can hear those snowballs being whipped around those fiery halls even now. The Heroes Unlimited GM's Guide is a massive stew that contains many ingredients.

The first and perhaps most important: Q&A. Running eight pages, this section answers the confusing issues like the differences between Extra Ordinary P.S., Superhuman P.S., and Supernatural P.S. My only problem with this section is that it could've easily gone into an issue of the Rifter sourcebook or the web site and allowed the good stuff to flow.

New rules are brief and optional. Introduced early in the book, rampaging and super brawling rules allow bricks and other physical power houses to tear it up at the cost of defense, while towards the end of the book, the part with all of the guns, penetration values for bullets are introduced.

The middle portion of the book offers advice to beginning Game Masters. Since Palladium uses alignment, this topic is broached with the section, "The Role of Alignments." Want to know how to work with a government law-enforcement agency? Read the portion, "Working with the authorities" and its sub-sections. The advice is sound, but often too short on details. In some cases, the sections read like strung together articles.

After advice though, what can a Guide offer? New GM's can't go wrong with . . .
